We are actively hiring a Contracts Manager to join our team working in Hanover, MD. This position requires a thorough understanding of contract / subcontract administration as well pricing / proposal development. This role will report directly to the ATS Vice President of Contracts & Administration.  This role is a hybrid remote / in-office position. Compensation for position based on qualifications, years of experience, skills, etc.

RESPONSIBILITIES
  • Act as primary interface with customer for contractual issues; Monitor contract and associated program to ensure that contractual obligations are communicated and understood.
  • Lead and support contract negotiations, contract administration, and customer contract activities to manage assigned contracts in accordance with customer contract requirements.
  • Work under limited supervision to develop solutions to both routine and complex contractual matters to ensure company compliance with contract requirements on assigned programs.
  • Ensure fulfillment of contract requirements, manage contract changes, and maintain historical contractual information/documentation.
  • Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies.
  • Prepare and manage written communications with internal and external customers for assigned contractual matters.
  • Ensure timely delivery of all contractual deliverables and submission of invoices, proposals, and data calls.
  • Assist and/or Lead in the development of cost and/or price proposals as both a Prime Contractor and Subcontractor with specific duties including, but not limited to, cost / price model development, cost/price narrative development, rate negotiation, sealed package development, etc.
REQUIRED EDUCATION & EXPERIENCE
  • 10-15 Years contracts experience with at least 8 years supporting the Maryland Procurement Office.
  • Bachelor's degree - 8 years of experience in Federal Government Contract Administration - OR - Master's Degree with 5 years' experience as described.
  • A Minimum of 2-3 years of experience in Federal Government Contract Pricing.
  • Working knowledge of FAR/DFARS and/or specific government agency FAR Supplements.
  • Experience with varying sizes of federal contract/programs
  • Strong understanding of both DoD and Intelligence Community (IC) contractual requirements
  • Strong understanding of all contract types ranging from FFP to Cost-Plus
  • Strong Understanding of various pricing and/or cost development strategies and methodologies (Price-to-Win, LPTA, Best Value, etc.)
  • Proficiency with Microsoft Office Suite (with an emphasis on Microsoft Excel) and Adobe.
  • Ability to obtain a Top-Secret security clearance
  • Ability to work in fast-paced environment.
  • Ability to multi-task.
  • Ability to work independently.
  • Ability to interface with multiple customers, both internal and external
PREFERRED QUALIFICATIONS & SKILLS
  • Possess an active Top Secret security clearance
  • Familiarity with working in classified spaces 
  • NCMA Certification: CFCM and/or CPCM

The proposed salary range for this position is $145,000 to $180,000
